I think you need unrestricted.

There may be several reason.

Firstly, this is pretty low level using OLE/COM objects, so I think you need unrestricted agents rights.

If that was not it: Next, the OLE/COM objects may not be installed on the server. Can you get on the server and see if you can manually trigger it like the way you did to get it working?

(Oh, also, OLE/COM is a Windows thing, is your Notes server running on a Windows platform?)
